The National Commission for Scheduled Castes (NCSC) is unhappy at the representation given to SC category IAS officers at all levels of the Haryana administration that entail public dealing.
Not satisfied with the explanation given by the state government that these officers were being allotted important posts without any discrimination, the commission has sought a point-wise reply.
In reply to NCSC communication dated September 9, the Personnel Department, which comes under the Chief Secretary, said of the 23 SC officers, 18 were posted as Deputy Commissioner, Commissioner, Managing Director, Director and Principal Secretary/ Additional Chief Secretary, as per their seniority.
Of the remaining five officers, three had been promoted from the Haryana Civil Services and two, belonging to the 2015 and 2016 batches, did not have qualifying service for posting as DC and above.
Not satisfied with the reply, the Director, NCSC (Chandigarh branch), Raj Kumar Chhanena, shot off a letter to Chief Secretary Keshni Anand Arora on November 29, noting that “the reply seems to be vague and the issue of judicious postings of IAS officers belonging to the SC category has not been addressed.” It seemed the Chief Secretary had merely reproduced the executive record sheets of the officers,” thereby claiming that all have occupied various posts in their careers”, the letter read.
Chhanena also pointed out that the issues raised by the NCSC were misinterpreted. “This seems to be an attempt to mislead the commission by providing information which cannot be analysed in any manner,” he said. The NCSC has now sought information on SC officers in the rank of Commissioner, DC and Additional DC and their postings in a tabulated form by December 20.
It has sought information on the number of SC officers posted as “Administrative Secretary, HoD, Secretary, Special Secretary
and Additional/Joint/Deputy Director. The issue of “inconsequential postings” was raised by Karamveer Singh, president, SC, ST and OBC Federation.
