In the election year, the state government has given a green signal to the promotion in the IAS from other services, which has come as a shock to the RAS officers. For this, a committee has been constituted under the chairmanship of ACS Shailendra Agrawal, which consists of Principal Secretary Shikhar Agarwal, Secretary Shreya Guha and Secretary of DOP Bhaskar A Sawant.
The order issued by the state government has given one year relaxation in the experience limit for promotions in the IAS from other services. Ten names will be screened for two posts by the committee and the selected applicants will be interviewed, out of which two will be selected in the IAS. On the other hand, the RAS officers have prepared to appeal before the High Court.
The Department of Personnel had sent a proposal to the then Chief Secretary NC Goel to stop the process of promotion in the IAS from other services. Following which, the CS had forwarded the proposal to the Chief Minister along with his comments. The government does not want opposition from anyone in the election year, that is why the stalled process has been started again in order to eliminate the resentment of other service officials.
RAS officials said that on the lines of Uttar Pradesh, Uttarakhand and Himachal Pradesh, the promotion in the IAS from other services was requested to be shut down forever in Rajasthan as well. RAS Association officials said that promotions in the Central Deputation to the post of IAS or State Government from any state should not exceed 33.33%.
Under Rule 81 of the Indian Administrative Service Recruitment, there is a provision that promotion to the IAS will be given to the State Civil Services Officers, and the other service officials can be hired in special circumstances only.
With the formation of the committee, the RAS officers have started taking legal opinion and collecting various records available related to the case. Meanwhile, the association has also announced the financial assistance to the members appealing to the court.
